Sole Source Intent - Full-Face Snorkel Testing
Contract Opportunity Analysis
The Consumer Product Safety Commission intends to award a sole-source contract to MedShock Analytics, LLC to conduct a comprehensive safety performance study of full-face snorkel masks. The contractor will evaluate and quantify critical physiological and engineering hazards, specifically carbon dioxide accumulation and respiratory resistance, to help establish safety standards and protect the public. The work involves six key tasks over a one-year period of performance, including procuring 20 to 25 mask samples, performing respiratory testing using an automated breathing metabolic simulator, and delivering final technical reports. Although this is an intent to sole-source, other qualified firms demonstrating relevant past performance and personnel with PhD-level biomedical engineering expertise in underwater breathing systems may submit capability statements. Interested parties must submit supporting evidence via email to Contract Specialist Felecia Pritchett at fpritchett@cpsc.gov by 12:00 PM EST on August 24, 2026.
