DIAGNOSE Program Management and IT Strategy Support Source of Sought

The Centers for Medicare & Medicaid Services (CMS) is seeking expert support for its Data-Informed IT Alignment, Governance, Navigation, Oversight, Strategy, and Execution (DIAGNOSE) initiative. This Statement of Work outlines the need for experienced assistance to enhance CMS’s capacity in planning, overseeing, and delivering critical IT and business initiatives. Key objectives include strengthening strategic IT capacities, organizational communications, change management, and operational effectiveness. The contract will focus on IT strategy implementation, program/project management for initiatives like Medicare Payment System Modernization (MPSM) and AccessCMS, shared services support, CIO OKR performance meetings, communications strategy, organizational change management, IT governance, and IT investments. The selected contractor will be responsible for various deliverables, including project management plans, working code, status reports, and assessment reports, all while adhering to Section 508 accessibility standards and specific assumptions outlined by CMS.

The Department of Health and Human Services (DHHS)/Centers for Medicare & Medicaid Services (CMS)/Office of Information Technology (OIT) issued a Source Sought and draft Statement of Work (SOW) to gather industry feedback for the upcoming Data-Informed, IT Alignment, Governance, Navigation, Oversight, Strategy, and Execution (DIAGNOSE) contract. CMS seeks experienced support to enhance its capacity to plan, oversee, and deliver IT and business initiatives, strengthening strategic IT capabilities, organizational communications, change management, and operational effectiveness. Vendors are requested to provide concise responses (3-5 sentences per question, max 10 pages) covering company information, relevant CMS experience (especially with OIT, DMSM, MPSM, or similar IT modernization efforts), detailed approaches for IT strategy, IT strategy implementation (program management), PMO for shared services, CIO OKR performance meetings, AccessCMS program support, communications strategy and organizational change management, IT governance, and deliverables. Additionally, feedback on SOW ambiguities, recommended additional technical information, contract type, and key cost drivers is requested.
