7th Fleet Welder Qualification and Sustained Capability Program
Contract Opportunity Analysis
The Department of the Navy, through the NAVSUP Fleet Logistics Command Yokosuka Site Singapore, has issued a Request for Information to identify qualified commercial ship repair facilities for the 7th Fleet Welder Qualification and Sustained Capability Program. To address a regional capability gap, the contractor must establish and certify corporate-level, NAVSEA-approved Welding Procedure Specifications, deliver a certified Procedure Qualification Record package, and draft a business plan to sustain a certified workforce for emergent U.S. Navy voyage repairs. The work is located within the 7th Fleet Area of Responsibility, excluding Japan, Guam, and Hawaii, and requires executing welding demonstrations, utilizing certified personnel, and passing visual, radiographic, and magnetic particle inspections. Interested parties must submit a capability statement of up to 10 pages and rough-order-of-magnitude cost estimates to cony.w.ng.ln@us.navy.mil and flcyc257@us.navy.mil by November 15, 2026, at 10:00 AM Singapore time.
