The U.S. Department of State, through the U.S. Embassy in Brussels, is soliciting proposals for a rail waterproofing membrane repair project to address water infiltration issues affecting an underground railway tunnel beneath a parking area in Etterbeek, Belgium. The selected contractor must perform site mobilization, controlled excavation, premium fully bonded infrastructure waterproofing installation, base placement, heavy-duty linear drainage channel installation, and dual-layer modified asphalt repaving. To qualify, contractors must be locally registered, possess at least 10 years of applicable experience, and have successfully completed at least five similar projects. The work must commence within 31 days of the Notice to Proceed and be fully completed within 60 calendar days under a firm-fixed-price purchase order evaluated on a lowest-priced, technically acceptable basis. Proposals must be submitted electronically to BrusselsBids@state.gov in English by October 14, 2026, at 2:00 PM local time.
