Industrial Plan Equipment Maintenance IDIQ

This Performance Work Statement (PWS) outlines requirements for a maintenance contract to service Industrial Plant Equipment (IPE) at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) in Oahu, Hawaii. The selected contractor must provide trained, Original Equipment Manufacturer (OEM) certified technicians to perform annual on-site preventive maintenance (PM), repairs, calibration analysis, and condition assessments. The contract covers critical machining centers, grinders, lathes, milling machines, and plasma cutters listed in Appendix A. Key responsibilities include coordinating equipment downtime, conducting comprehensive physical and operational checks, providing OEM-equivalent replacement parts and consumables, and maintaining electronic service reports. All services must be performed within the shipyard's Controlled Industrial Area (CIA) under strict security, safety, and environmental guidelines. Contractors must host a kick-off meeting within 30 days of award, provide on-site project management and technical subject matter experts, and submit detailed PM, calibration, and diagnostic reports. Additionally, the contractor must implement a Quality Management System (QMS) and demonstrate that serviced machinery is fully operational before obtaining a Certificate of Completion. The shipyard will support operations by managing heavy lifting, utility access, environmental monitoring, and hazardous waste disposal. All contractor personnel must be U.S. citizens and pass background checks to secure unescorted base access.
