Department of the Air Force (DAF) Identity, Credential, and Access Management (ICAM) Enterprise III, Request For Information (RFI)

The Department of the Air Force (DAF) issued a Request for Information (RFI) for its Identity, Credential, and Access Management (ICAM) Enterprise III program. The RFI seeks a single vendor to provide end-to-end services, including platform operations, sustainment, and enhancement for the DAF ICAM platform, which utilizes Okta and SailPoint. The vendor will also be responsible for onboarding over 3,300 DAF applications and providing post-enablement support. The DAF ICAM platform manages over 750,000 CAC-enabled personnel, 5 million non-CAC holders, and 5 million Non-Person Entities (NPEs). Key requirements include secure infrastructure operations, test management, interoperability with other DoD components, identity management for all entities, access management in degraded environments, platform evolution, emerging technology integration, application enablement, tiered service desk support, stakeholder engagement, and service catalog and knowledge management. The RFI also details specific questions regarding company experience, operational resilience, mass enablement strategies, technical approaches (including Zero Trust), performance management, service delivery, and contractual recommendations. This RFI is for market research only and does not obligate the U.S. Government to award a contract.

AFLCMC/HNIK issued a Request for Information (RFI) on December 10, 2025, to Identity, Credential, and Access Management (ICAM) vendors for the acquisition of DAF ICAM Enterprise III. Responses are due by January 6, 2026, 1700 CST, and should address questions in Attachment 1. This RFI is not an authorization to begin performance and does not obligate the Government for any incurred costs. The Government reserves the right to cancel the RFI or not make an award. The Department of the Air Force (DAF) Identity, Credential, and Access Management (ICAM) Enterprise III program seeks a vendor for a critical cybersecurity transformation. This initiative aims to transition DAF's fragmented identity environment to a data-centric Zero Trust Architecture, aligning with the Department of War's Digital Modernization Strategy. The vendor will perform three key functions: Operations and Sustainment (O&S) of the existing DAF ICAM infrastructure (SailPoint IdentityIQ and Okta), system enhancements to address evolving threats and mission needs, and the rapid enablement (onboarding) of over 3,000 DAF applications and systems to the DAF ICAM solution within three years. Performance will be measured by system availability, service desk support metrics, application enablement rates, and documentation quality. The contractor will also be responsible for cybersecurity, program management, and a comprehensive testing program.
