The Department of the Army, Regional Contracting Office Hawaii, is seeking a contractor to perform elevator modernization for Buildings 777, 778, and 901 at Schofield Barracks and Wheeler Army Airfield on Oahu, Hawaii. The selected contractor must replace aging mechanical and electrical systems, upgrade controls and safety-critical components to current standards, and provide a one-year warranty on the modernized systems. To qualify, offerors must submit a detailed technical approach and management plan, provide at least two relevant elevator modernization project examples from the last three years, and supply verifiable professional certifications for all key personnel and field technicians. Quotes are due by August 25, 2026, at 9:00 AM Hawaii Standard Time and must be submitted electronically through SAM.gov to the primary contract specialist, Kyle Tanaka.

**Introduction.** This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. The Contractor shall provide Elevator Modernization for buildings 777, 778, and 901 at Schofield Barracks (SB) and Wheeler Army Airfield (WAAF) Army Installations on the Island of Oahu.

**Background.**SB and WAAF Buildings 777, 778, and 901 are mission-support facilities that rely on vertical transportation systems to ensure safe and efficient movement of personnel, equipment, and daily operational activities. The existing elevators in these facilities have exceeded their intended service of life and no longer meet current performance, reliability, or safety expectations. Aging mechanical components, outdated control systems, and increasing maintenance requirements have resulted in reduced operational availability and higher lifecycle costs. To maintain operational readiness and ensure compliance with applicable codes and Army standards, modernization of the elevator systems is required. This project will restore dependable service, enhance safety, and extend the useful life of the conveyance systems supporting both buildings.

**Objectives.**The objective of this contract is to modernize the existing elevator systems in Buildings 777, 778, and 901 to ensure safe, reliable, and code-compliant vertical transportation that supports ongoing mission requirements at Schofield Barracks and Wheeler Army Airfield. The modernization shall:

- Improve Safety – Upgrade all safety-critical components and controls to meet current federal, state, Army, and industry standards, reducing risk to personnel and equipment.

- Increase Reliability – Replace aging mechanical and electrical systems to reduce downtime, minimize maintenance demands, and ensure consistent operational availability.

- Enhance Performance – Improve ride quality, response times, and overall system efficiency through modernized controls, motors, and operational features.

- Extend Service Life – Provide upgrades that extend the functional lifespan of the elevator systems and reduce long-term lifecycle costs.

- Ensure Accessibility – Incorporate features that support compliance with Americans with Disabilities Act (ADA) and other accessibility requirements, improving usability for all building occupants.

- Minimize Operational Disruption – Plan and execute work in a manner that maintains safe building operations and minimizes impacts to mission activities during construction.

**ADDENDUM TO SECTION L (INSTRUCTIONS TO OFFERORS FAR 52.212-1):**  
Pursuant to FAR 12.205, the provision at FAR 52.212-1 is tailored and augmented as follows: Offerors shall prepare their quotations in accordance with (IAW) FAR 52.212-1 and this addendum. A complete quote must be received to be considered for award. Quotes that fail to address all requirements or follow all instructions may not be considered eligible for contract award.

A complete quote includes a response and submission to each of the following:

**1. General Information:** Offeror Business Name, Address, CAGE Code, and UEI number (ensure Representation and Certifications are up to date in SAM.gov). Include Business Size and Type of Small Business based on the applicable NAICS Code, Federal Tax ID, Primary Point of Contact (to include telephone and e-mail address), and payment terms (i.e.net30).

**2. Technical Acceptability Submission:** The Offeror shall submit, as part of its quote, a technical acceptability narrative not to exceed 10 pages with 12-point font, demonstrating the Offeror's thorough understanding of the scope of work and capability to perform the services outlined in the Performance Work Statement (PWS). The Technical Acceptability Submission should be a single, stand-alone document containing all information necessary for the Government to perform a complete technical evaluation. To facilitate evaluation, this document must be formatted to clearly address each of the technical acceptability subfactors outlined in 52.212-2 and the added addendum to 52.212-2. Offerors may submit pictures, brochures, or other pertinent technical information to demonstrate ability, provided the total narrative does not exceed the 10-page limitation. The submission must include the following  
items; (Sections 2.a will not count against the 10-page limit for the narrative portion):

**2a. Contractor & Key Personnel Certifications:** Offerors must provide verifiable possession of all required licenses and certifications (e.g., NAEC Certified Elevator Technician [CET], NEIEP, or equivalent state/federal licenses) required to perform elevator modernization work in compliance with applicable Army, Federal, State of Hawaii, and industry standards described in PWS Section 1.6.8.9, 1.6.8.10 for all proposed Key Personnel and Field Technicians todemonstrate the Offeror's ability to comply with the requirements of the PWS. Failure to provide certified credentials with their quote shall be determined technically unacceptable and ineligible for award.

**2b. Technical Approach & Management Plan:** A narrative providing reasonable assurance that the firm can meet the stated requirements. Reference Technical Exhibit (TE) J01 Attachment 0002 TE1 SB B777, J01 Attachment 0003 TE2 SB B778, and J01 Attachment 0004 TE3 WAAF B901. The narrative must include: (1) A modernization plan and detailed technical approach of the modernization to execute the requirements of the PWS; and (2) A staffing and management plan demonstrating the firm's capacity to handle the PWS requirements.

**2c. Relevant Work Experience:** Provide at least two (2) project examples from the last three (3) years that are similar in scope, magnitude, and complexity to this requirement (i.e., elevator modernization services - using Attachment 0001 - Work Experience Reference Sheet). For each project, provide a brief description of the scope, period of performance, total contract value, and a customer point of contact (name, phone, email). The information provided will be used solely to evaluate the Offeror's technical capability as part of the Technical Acceptability factor. This is not a past performance submission for a quality assessment.

**2d. Pre-site Visit:** Attending the pre-site visit is expected and strongly urged prior to verify site conditions before submitting offers. Offeror shall sign-in to record attendance at the time of the pre-site visit.

**3. Past Performance Submission:** Quoters are not required to submit past performance information. In accordance with FAR Subpart 9.1 (Responsible Prospective Contractors), the Government will review past performance as part of its evaluation to determine contractor responsibility for award. The Government will consider past performance information, if available, from the web-enabled Supplier Performance Risk System (SPRS) to determine regarding the vendor's past performance history. The Government may also query other internal databases (e.g., CPARS, SAM.gov) at its discretion.

**4. Price Quote:** The Offeror shall submit complete and accurate pricing for each CLIN listed in the schedule to include the unit price for each line item, and a total price in US Dollars ($). Offerors shall provide complete pricing for all CLINs.

**4a.** The Offerors shall build in a one (1) year warranty into their pricing structure IAW PWS Section 5.4.1. Partial quotes will not be accepted.

**5. SF 1449:** The Offeror shall complete and sign the SF 1449 in its entirety, paying particular attention to Blocks 12, 17a, 26, and 30a-c, which must be completed and signed by an authorized representative. All amendments must be acknowledged. Quotes that do not include a properly completed and signed SF 1449, including acknowledgment of all amendments, may be rejected or considered ineligible for award.

52.212-1(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

**SECTION M EVALUATION-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES  
(Feb 2026) (Deviation 2026-O0038)**

**Evaluation factors.** The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

**Technical Acceptability**, and  
**Price**

**Notice of award.** A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

**ADDENDUM TO SECTION M (EVALUATION - COMMERCIAL ITEMS FAR 52.212-2)  
FACTORS FOR AWARD**

**Basis for Award**  
The Government intends to award a single firm-fixed-price contract resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation requirements and represents the best value to the Government, price and other factors considered. The Government will use a Price and Other Factors basis for award, conducting a comparative evaluation of quotations in accordance with RFO 12.203(c)(2). This comparative evaluation allows the Government to directly compare the relative merits of technical capability and price between competing quotes to determine which offer represents the most advantageous solution. The non-price factor (Technical Approach) is approximately equal to price in the award decision. The Government reserves the right to select a quoter that is other than the lowestpriced, or other than the highest technically rated, if it is determined to be in the best interest of the Government. The Contracting Officer may perform a comparative evaluation of quotations in accordance with FAR 12.203(c)(2), including comparing quotations to one another to assess price reasonableness and the acceptability of technical submissions. The Government may award without discussions.

**Technical Rating Definitions (Rating/Definition)**  
Acceptable - The quote clearly meets the minimum requirements of the solicitation.  
Unacceptable - The quote does not clearly meet the minimum requirements of the solicitation.

The Government will evaluate offers based on two factors:

**Factor 1 - Technical Acceptability,** and  
**Factor 2 - Price**

**Factor 1 - Technical Approach**  
The Government will evaluate the Offeror's Technical Approach on an "Acceptable" or "Unacceptable" basis. To be rated Acceptable, the quotation must clearly demonstrate all of the following:

**a.** Contractor & Key Personnel Certifications. Offerors must provide copies of active, verifiable professional certifications (e.g., NAEC Certified Elevator Technician [CET], NEIEP, or equivalent state/federal licenses) for all proposed key personnel and field technicians. This is to demonstrate the offeror's ability to comply with the certification and submission requirements outlined in PWS Paragraphs 1.6.8.9 and 1.6.8.10. A failure to provide verifiable certifications for all proposed personnel with their quote will be determined technically unacceptable and ineligible for award.

**b.** Technical Approach & Management Plan. Offerors must submit the following documents with their quote:  
1. A Modernization Narrative Plan and Technical Approach in accordance with PWS; and  
2. A Staffing and Management Plan demonstrating the firm's capacity to successfully execute the PWS in its entirety.

**c.** Relevant Work Experience. Submission of at least two (2) relevant work experience examples from the last three (3) years that demonstrate successful performance of similar projects. Failure to clearly demonstrate compliance with any of these requirements will result in the quotation being determined technically unacceptable and ineligible for award.

**Factor 2 - Price**  
The Government will evaluate the total overall price for completeness and to determine if it is fair and reasonable in accordance with FAR 12.204(a). The Government expects competitive quotes and will use those quotes to determine price reasonableness. If competitive quotes are not received, the Government reserves the right to utilize other methods available under the FAR.

**a. Price Analysis Techniques.** The Government will evaluate the total overall offered price using one or more of the following price analysis techniques to verify fairness and reasonableness:

**1. Comparison of Quoted Prices:** Comparison of the competitive firm-fixed-price quotes received in response to this solicitation. This is the preferred method of analysis.

**2. Comparison with Historical Prices:** Comparison of the offered prices to historical prices paid by the Government or other entities for the same or similar elevator modernization efforts, adjusted to account for Hawaii-specific market factors, inflation, and varying contract terms.

**3. Parametric Estimating:** Application of rough estimating metrics or "yardsticks" (such as historical price per device point, panel capacity, or local labor-mix ratios) to identify significant pricing inconsistencies.

**4. Comparison with Competitive Published Price List:** Comparison against competitive published price lists, GSA schedule pricing, or industry indexes.

**5. Comparison with the Independent Government Estimate (IGE):** Direct comparison of the offeror's itemized CLIN prices against the detailed Government-developed estimate.

**6. Market Research Comparison:** Comparison with prices obtained through recent market research for comparable commercial life-safety installations in Hawaii.

**b. Completeness.** Each Quoter is required to provide complete pricing for each contract line item (CLIN) identified. This section must be mathematically accurate and include all CLINs that the Quoter identifies in their quote.

**c. Unbalanced Pricing.** The Quoter shall ensure the pricing of contract line items are not significantly over or understated, which may increase performance risk or result in unreasonably high prices.

**Responsibility Determination (Not an Evaluation Factor)**  
Prior to award, the Government reserves the right to conduct a responsibility determination in accordance with FAR Subpart 9.1. As part of this determination, the Government may review past performance information for the apparent successful offeror from sources such as CPARS and the Supplier Performance Risk System (SPRS) to assess performance risk. An offeror without a record of relevant past performance will not be evaluated favorably or unfavorably.
