Notice of Intent to Sole Source - Starshield Tokens

The Department of Homeland Security, U.S. Customs and Border Protection (CBP), Air and Marine Contracting Division, intends to issue a firm-fixed-price, sole-source award to Space Exploration Technology Corp. for sixty Starshield service tokens. The contractor will provide satellite services to support CBP Air and Marine Operations (AMO) manned aircraft, enabling a wide-band data link for beyond-line-of-sight flight operations. This satellite service is essential for aircraft command and control, data reception, and additional voice channels during missions flown within the contiguous United States, its coastal waters, the Gulf of Mexico, the Caribbean, and the eastern Pacific. The period of performance for this requirement will run from the date of award through September 29, 2028. Interested contractors capable of meeting these requirements must submit a capabilities statement to contracting officer Michael Hall at Michael.a.hall@cbp.dhs.gov by the listed response date.
