USSOCOM SOF AT&L INNOVATIVE TECHNOLOGY AND AGILE ACQUISITION, Commercial Solutions Opening (CSO)

This document provides a Q&A for the SOF AT&L CSO, specifically addressing Call CSO-001 for the SOF-RACER consortium. The CSO is open for two years, accepting submissions only in response to specific Calls. Call CSO-001 focuses on selecting a Consortium Manager, not technical Area of Interest (AOI) solutions. Submissions may use contractor format, with a recommended limit of 10 pages or slides, excluding the title page. Respondents should explain how their management approach supports enabling member solutions across multiple AOIs and facilitates AOI-aligned prototyping. Innovation should be demonstrated in the consortium's structure and management. Only Rough Order of Magnitude (ROM) cost information is required, to be submitted during the Pitch/Demonstration phase, not the initial Solution Brief. The prototype refers to the consortium management model itself. A new consortium, SOF-RACER, will be formed, addressing the need for a scalable management model to accelerate prototype development across AOIs I–XII. Consortium membership is not required for CSO-001, as it does not yet exist. The submission deadline for Call CSO-001 is March 10, 2026. The evaluation criteria from the parent CSO apply to all Calls unless specified otherwise, and Call CSO-001 will use an Other Transaction Authority (OTA) award type.
