Floodlights with Fuel GUAM

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide, deliver, and maintain portable floodlighting equipment on Guam in support of LUHO VI from September 11 to September 28, 2026. The distribution of this requirement is restricted to the DoW Community. The contractor must supply a total of nine portable fluorescent floodlight units distributed across three specific locations on Guam: Skaggs, Mason LFRTC, and North West Field. Each unit must be suitable for outdoor use, capable of illuminating a 50-meter by 50-meter area for up to 12 hours of daily operation, and priced per unit per day. The contractor is responsible for providing continuous power and inclusive fuel for the duration of the performance period. Additionally, the contractor is responsible for all transport fees, local safety compliance, and scheduled or unscheduled maintenance. If maintenance deprives the government of equipment use for more than 24 hours, the contractor must provide a comparable replacement at no additional cost. The U.S. Government will coordinate and secure necessary base access passes for contractor personnel and vehicles, provided the contractor submits timely identification. The government will not be liable for normal depreciation, wear and tear, or damage caused by acts of God. A Performance Requirements Summary (PRS) dictates that 100% of the equipment must be delivered safely and conform strictly to PWS standards, subject to government surveillance and feedback.

The 3d Expeditionary Contracting Platoon (ECP) has issued a Request for Quote (RFQ) under solicitation number M29000-26-Q-1004 for "Floodlight with fuel Services." This commercial service procurement is designated as a Total Small Business Set-Aside under NAICS code 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing). The government intends to award a single, firm-fixed-price contract for the rental of nine floodlights with fuel, with a preferred FOB Destination delivery to Camp Blaz in Guam. Evaluation will be based on three primary factors: Technical acceptability (meeting all specifications in the attached Performance Work Statement), Price Reasonableness (evaluated in aggregate, including shipping costs), and Past Performance (utilizing the Supplier Performance Risk System). Only open market pricing will be considered, and quotes must be valid for at least 90 days. Quotes and any clarifying questions must be submitted via email to jaydian.loftis@usmc.mil. Questions are due within three hours of the RFQ posting. Offerors must be registered in the System for Award Management (SAM) and submit complete organizational details, including their Unique Entity ID and CAGE code, to be deemed responsive.
