For the purposes of this market research effort, the government is exclusively interested in identifying companies that currently possess the required security clearances, rather than those with only the intent or capability to obtain them before performance begins. All other terms, conditions, and the response deadline remain unchanged.

This Performance Work Statement (PWS) outlines the requirements for Classified Repair and Return (R&R) Services to support the Royal Saudi Air Force (RSAF) F-15 C/D/S and SA fleet. Managed by the U.S. Air Force on behalf of the RSAF under a Foreign Military Sales (FMS) program, the contract requires the contractor to provide logistics management and secure qualified Sources of Repair (SORs) for approximately 82 National Stock Numbers (NSNs), estimating 200 annual depot-level repair inductions. The scope of work includes managing both classified components and unclassified items requiring classified testing, software, or technical orders. Key responsibilities entail establishing a secure, web-based Management Information System (MIS) to track assets, managing Government Furnished Property (GFP) and Contractor Acquired Property (CAP), optimizing Turn-Around-Times (TAT) and Work-in-Progress (WIP) limits, and addressing Beyond Economical Repair (BER) and Beyond Physical Repair (BPR) issues. The contract features a one-year base period with five one-year options and a six-month extension option. Performance will be monitored monthly and documented quarterly by a Contracting Officer’s Representative (COR). Program operations require the contractor to possess a Saudi business license for in-Kingdom repairs, maintain Secret-level security clearances for key personnel, and adhere to strict quality management systems (ISO 9001:2015 or AS9100D) and Defense Demilitarization (DEMIL) protocols.
