This document is a three-page "International Representations and Certifications" form issued by Stanford University for subcontracts under its Department of Energy Prime Contract for the management and operation of the SLAC National Accelerator Laboratory. The form must be signed by an authorized representative to legally bind the organization. Once submitted, these certifications remain valid for one year, and the offeror is obligated to notify SLAC of any changes during this period.

This document is a Supplemental Rider (August 2026, Rev. 1) to the SLAC National Accelerator Laboratory (SLAC) General Terms and Conditions, issued under DOE Contract No. DE-AC02-76SF00515. It updates standard subcontract clauses to align with recent federal regulations and Policy Flash 2026-05. Key modifications include: - **Incorporated Clauses:** Adds several updated FAR deviations, including provisions for Small Business Concerns, DEI Discrimination, Biobased Products, Buy American compliance, and commercial subcontracts. - **Deleted Clauses:** Removes outdated FAR clauses, including those regarding Kaspersky Lab, segregated facilities, equal opportunity, and various EPEAT environmental standards. - **Policy Threshold Increases:** Increases the micro-purchase threshold (MPT) to $15,000 and the simplified acquisition threshold (SAT) to $350,000. It also raises the prime contractor subcontracting plan threshold to $900,000 (and $2 million for construction). - **Cost and Pricing Data:** Adjusts the applicability threshold for certified cost or pricing data and Cost Accounting Standards (CAS) clauses from $2 million to $2.5 million or more. - **Administrative Updates:** Replaces the active website link for subcontractor invoicing and reimbursement instructions. This rider ensures subcontractor compliance with updated federal acquisition guidelines for SLAC-related procurement.
