The Federal Highway Administration’s Western Federal Lands Highway Division is preparing a design-build renovation for its Main Office building in Vancouver, Washington to address deferred maintenance, code compliance, and space modernization needs. The work includes upgrading offices and the materials lab, correcting ADA, fire protection, and structural deficiencies, improving utilities and stormwater systems, reconfiguring parking, and abating hazardous materials such as asbestos and lead-based paint. The project covers three building wings constructed in 1932, 1952, and 1977 and includes broader architectural and systems improvements such as electrical service, water connections, and building-envelope and site work. The solicitation is anticipated for Summer 2026 under a two-phase process with Phase I performance capability proposals and Phase II best-value evaluation of technical factors, past performance, and cost; a pre-solicitation site tour is scheduled for June 3, 2026, with registration due June 1, 2026.
