This Performance Work Statement (PWS) outlines the requirements for the U.S. Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) to procure Vendor Management Office (VMO) Support Services. The primary purpose is to establish, operate, and mature a centralized VMO to oversee software vendors, licensing agreements—including Blanket Purchase Agreements (BPAs) and Enterprise License Agreements (ELAs)—and software asset management practices across HHS Operating and Staff Divisions. The selected contractor will provide a multidisciplinary team to deliver administrative and program management, acquisition planning, financial oversight, customer engagement, and licensing support. The contract features a one-year base period running from September 7, 2026, to September 6, 2027, followed by three one-year option periods extending through September 6, 2030. Performance will occur at a designated government or close off-site location, and the contractor must comply with stringent federal IT security, privacy protection, and Controlled Unclassified Information (CUI) guidelines.
