Contract Opportunity Analysis
The Federal Housing Finance Agency is seeking a brand name or equal subscription for online access to the Wall Street Journal for 120 users under a combined synopsis/solicitation and request for quotations. The work covers a one-year base period and requires access to breaking news, broad topical coverage, company profiles, market data, archived content, audio and video, a daily newsletter, an administrator portal, and customer support. The requirement is unrestricted and will be evaluated under FAR parts 12 and 13 on a lowest-priced technically acceptable basis, with quoters required to be SAM registered and to provide a quotation valid for 60 days. Quotes are due by 11:00 a.m. ET on May 15, 2026, to Natalie.Wallace@fhfa.gov, with submission limits that include a 50 MB maximum size, a cover page, a technical quotation of no more than five pages excluding price, and a separate one-page firm-fixed-price quotation.
