AS9100/AS9110 Certification

The Department of the Air Force's OC-ALC/QA Complex requests a three-year sole-source contract with Performance Review Institute (PRI) for ISO 9001:2015 AS9100D:2016 initial certification and AS9110C:2016 recertification. This justification highlights that PRI has successfully audited OC-ALC since 2019, possessing invaluable institutional knowledge that prevents inefficient re-auditing and ensures consistent interpretation of standards. Selecting a new vendor would introduce significant risks, including a steep learning curve, increased costs and time, and potential misinterpretations that could jeopardize the existing AS9110C certification. Loss of this certification would violate contractual agreements with key partners like Pratt & Whitney and Boeing, leading to disqualification from essential Maintenance, Repair, and Overhaul (MRO) workloads. The current sole-source approach consolidates audits, resulting in 50% savings in time and funding and minimizing disruption to operations. With limited internal auditing staff, managing two separate audits would shift the OC-ALC/QAX from proactive to reactive quality management. Market research found no other viable sources, reinforcing PRI as the only vendor capable of meeting the government's requirements.
