A 100% Small Business Set-Aside solicitation will be issued to establish an Indefinite Quantity Contract (IQC) for NSN 1560-01-650-5281, a SUPPORT, STRUCTURAL. The award will be for a 5-year base period. The Estimated Annual Quantity (EAQ) is 40 EACH. Production units will be FOB: Destination; Inspection /Acceptance: Origin. Item is critical, but not deemed a Critical Safety Item. IUID, Export Control and Government First Article Testing apply. Surge does not apply.

The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. The OEM is Lockheed Martin (CAGE 81755) in accordance with part number 16Z5528-3. DLA Aviation does NOT possess technical data on this part. Approved sources are Tens Machine Co (CAGE 8P689), H.M. Dunn Co. (CAGE 64666), Progressive Inc. (CAGE 64900) and Aerospace & Commercial Tech. (CAGE 1XKR4).

Any other interested contractor would have to submit a Source Approval Request (SAR) package for approval to be added as a source by the assigned ESA.  DLA Aviation does not possess technical data on this part.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
