Spectrometers Service Contract

Red River Army Depot (RRAD), Texarkana, TX, intends to award a single-source commercial service contract to Agilent Technologies, Inc. for the annual preventative maintenance and repairs on two Agilent inductively coupled plasma spectrometers (ICP), specifically the Agilent 900 Mass Spectrometer (MS) and Agilent 5800 Optical Emissions Spectrometer (OES). This decision is based on the proprietary nature of Agilent's replacement parts and technical data, which limits the availability of other sources. The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented in FAR 13.106-1(b)(1) ("Soliciting from a Single Source"), with the contracting officer determining that only one source is reasonably available.
