Presolicitation Notice for Full-Line Food and Beverage Item Distribution for DLA Troop Support's Customers in Northern New England and Surrounding Areas (Maine, New Hampshire, and Vermont)

The Defense Logistics Agency Troop Support Subsistence Directorate is seeking a long-term subsistence prime vendor contract to support customers in Northern New England and surrounding areas, including Maine, New Hampshire, and Vermont. The work covers full-line food and beverage distribution, with delivery of various quantities of subsistence items from the 8900 federal supply group or commercial equivalents on a just-in-time basis. The contractor must be able to interface with the Government’s established transaction package and support the Electronic Data Interchange transaction sets identified in the solicitation, with performance centered in Westbrook, Maine, and evaluated under lowest-price technically acceptable procedures on an unrestricted full and open basis. The contract is planned as a fixed-price award with economic price adjustments, a maximum acquisition value of $29,070,000, and a performance period of up to 60 months including a 120-day implementation period. The RFP, SPE300-26-R-0012, is scheduled to be posted on the DLA BSM DIBBS website in June 2026.
