This Statement of Requirement (SOR) outlines the federal procurement guidelines for acquiring and delivering "Archer Beam Gates" to Joint Base Langley-Eustis. The primary objective is to support the installation's barrier plan during heightened threat levels, ensuring rapid access and egress for emergency facilities like the hospital and fire department without relying on powered mechanical systems. Under the scope of this contract, the provider must deliver two manually operated beam gates by September 30, 2026. Key product specifications require the gates to be ASTM F2656-07 M30 P3 certified, remaining fully functional and reusable after stopping a 15,000-pound truck traveling at 30 mph. Each barrier must measure between 16 and 20 feet, operate 100% manually without drilling or external power, and allow a single person to fully deploy, open, or secure the system in under 30 seconds. Additionally, the contractor must manage all coordination, administration, and potential subcontracting. Work must be conducted during standard business hours, Monday through Friday. Deliveries are to be coordinated through the Antiterrorism Program Manager, and any personnel requiring installation access must comply with Department of Defense security, OPSEC, and safety regulations.
