Contract Opportunity Analysis

The U.S. Coast Guard, in coordination with Customs and Border Protection, is seeking sources to perform aircraft modification and missionization services to convert baseline Lockheed Martin C-130J aircraft into the HC-130J configuration. The selected contractor will install the government-owned Minotaur Mission System Suite (MSS+), integrate StarShield Aero Terminal capabilities, perform system integration, and support Government Acceptance Tests. Work requires a SECRET Facility Clearance, a climate-controlled hangar, and an airport runway of at least 6,000 feet to support an estimated period of performance from April 1, 2028, to March 31, 2038. Interested sources must submit a capability statement of no more than 20 pages within 30 calendar days of the RFI release, and inquiries can be directed to Andrew Gordon at andrew.gordon@uscg.mil.
