The U.S. Government has implemented new regulations, effective August 13, 2020, prohibiting contracts with entities using specific telecommunications and video surveillance equipment or services, as outlined in Section 889 of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019. This measure, a national security initiative, targets equipment from companies like Huawei, ZTE, Hikvision, Hytera, and Dahua, including their subsidiaries. Vendors must confirm they do not provide or use such prohibited equipment or services. The Federal Acquisition Regulation (FAR) has been amended (FAR 52.204-24 and 52.204-25) to enforce this prohibition, requiring offerors to disclose any use of covered telecommunications equipment or services. Exceptions exist for services connecting to third-party facilities (e.g., backhaul, roaming) and equipment unable to route user data or permit visibility into user data traffic. Contractors must report any identified use of prohibited equipment or services during contract performance.

The U.S. Consulate General in Dubai issued Request for Quotations (RFQ) number 19TC1226Q0004 for CGR Landscaping Services. The contract, awarded to the lowest-priced responsible company, covers 12 months with four one-year renewal options. Services include comprehensive grounds maintenance, lawn care, pruning, leaf removal, watering, fertilizing, and pest/disease control at the Consul General Residence in Umm Suqeim 2, Dubai. Bidders must submit quotations electronically by June 16, 2026, at 3:00 PM local time. A mandatory site survey is scheduled for June 4, 2026, and questions are due by June 8, 2026. Submissions require SF-1449, pricing, representations and certifications, additional information from Section 3, and NDAA 889 compliance. Contractors must adhere to specific working hours, quality control, personnel security, and insurance requirements, including general liability and workers’ compensation.
