Notice of Sole Source- COX CATV

The government intends to award a sole source contract to Cox California Telcom L.L.C. for cable television services, including news, weather, public broadcast, local networks, and sports channels, for government facilities. This notice is not a request for proposals, but interested parties may submit Expressions of Interest (EOIs) with detailed technical and pricing data within three days of publication to Sgt Holback Charles at Charles.Holback@usmc.mil. The government will determine if a comparable source is available and reserves the right to proceed with the sole source award under Simplified Procedures and Other Than Full and Open Competition, as authorized by FAR 12. The anticipated award date is April 24, 2026.

This memorandum justifies a sole-source acquisition for television telecommunication services for the 1st Marine Expeditionary Force (I MEF) aboard Marine Corps Base Camp Pendleton, CA. The acquisition, which falls under the simplified acquisition threshold, is deemed to have only one reasonably available source: Cox. This determination is based on the fact that Cox is the sole provider with existing infrastructure integrated into the installation's hard-wired television system and is authorized under the MCI-West franchise agreement. The Marine Corps cannot transition to a different solution at this time due to undeveloped access points for the MC West GPON C-ISP PaaS solution and the need to maintain continuity of operations with the current active contract and cable infrastructure. The continued service is critical for I MEF to gather information from various news organizations to formulate operational strategies. Both technical/requirements and contracting officers have certified the justification's accuracy.
