Contract Opportunity Analysis
The Department of Justice, Federal Bureau of Prisons, is seeking contractors to provide Residential Reentry Center (RRC) and Home Confinement services for male and female federal offenders within the Hampton Roads, Virginia Metro Area. The selected contractor must provide in-house RRC beds and home confinement placements, which include managing an estimated maximum of 96 RRC beds and 75 home confinement placements. All services must comply with the Federal Bureau of Prisons March 2022 Statement of Work, and home confinement services must be located within a 100-mile geographical radius of the RRC facility. This procurement will result in an indefinite-delivery, indefinite-quantity contract featuring a one-year base period and four one-year option periods. The solicitation is expected to be available after October 10, 2026, with an estimated closing date 60 days thereafter, and pre-solicitation questions must be submitted to Rachel Brown at r16brown@bop.gov by September 18, 2026.
