This Performance Work Statement (PWS) outlines the requirements for a contractor to operate the Hazardous Material (HAZMAT) distribution facility at Joint Base McGuire-Dix-Lakehurst (JBMDL) in Lakehurst, New Jersey. Supporting Air Force mission partners and tenants (excluding NAVAIR), the contractor must manage, supervise, and staff HAZMAT operations across buildings 271, 674, 579, 609, and adjacent storage containers. Personnel must maintain mandatory certifications, including 40-hour HAZWOPER and annual refreshers, EESOH/MIS training, and OSHA HAZCOM. The government will provide vehicles, a forklift, utilities, telecommunications hardware, structural repairs, and snow removal. The contract features a 12-month base period starting March 1, 2027, with four 12-month option periods. Work is conducted on an alternate 80-hour bi-weekly schedule consisting of nine-hour shifts Monday through Thursday and one eight-hour shift on alternating Fridays. Performance metrics require 100% compliance with environmental regulations and training standards.

This Sources Sought Notice is issued by the United States Air Force to conduct market research and identify capable sources to provide HAZMAT services at Joint Base McGuire-Dix-Lakehurst, New Jersey, in accordance with an attached draft Performance Work Statement (PWS).
