Mobile Imaging Services

The Federal Bureau of Prisons (BOP) is issuing a Justification for Other than Full and Open Competition (JOFOC) to continue acquiring Mobile X-ray services for the Federal Medical Center (FMC) Fort Worth. This action, pursuant to FAR DEVIATION 6.103-1(b) and 41 U.S.C. § 3304(a)(1), is based on the determination that only Med-share, Inc. can provide these essential services without interruption, preventing serious injury or financial loss. Med-share, Inc., the incumbent contractor, will continue services through monthly Firm-fixed-unit-price purchase orders at rates consistent with their prior competitively awarded contract. The interim acquisition, estimated at $55,000 for October 1, 2025, through January 30, 2026, is necessary while the Field Acquisition Office actively pursues a new competitive solicitation and contract award for Mobile X-ray services. Market research for the new contract will be conducted as part of the new solicitation.
