Contract Opportunity Analysis
The USDA Forest Service, on behalf of the Agricultural Research Service, is seeking a contractor for the I Field Project at the Northern Great Plains Agricultural Research Laboratory in Mandan, North Dakota. The contractor must provide all labor, materials, and equipment to install approximately 12,800 linear feet of barbed-wire fencing, a new 1,450-foot direct-buried electrical service line, and a 1,475-foot underground polyethylene water supply pipe with a hydrant and stock water fountain. Technical requirements include trenching the water line to a strict depth of 7 to 8 feet, securing necessary utility locates, and completing the work within a 90-day period of performance under weather-dependent conditions. This 100% total small business set-aside requires a 20% bid bond, and electronic proposals must be submitted to Contracting Officer Blaine Greenwalt at blaine.greenwalt@usda.gov by September 23, 2026, at 2:30 PM Pacific Daylight Time.
