The Department of Veterans Affairs Veterans Benefits Administration is seeking information for a potential compliance survey and audit requirement for educational and training institutions that serve eligible veterans and other covered students. The work would include preparing for survey visits, reviewing education records and VA processing systems, conducting on-site compliance surveys at institutions such as IHL, NCD, OJT, apprenticeship, correspondence, and flight schools, and issuing entrance and exit briefings plus findings reports. The effort is intended to support annual compliance surveys under Title 38 USC 3693 and to assess whether respondents can perform the work in line with applicable auditing standards, with on-site visits of up to three days and final findings due within 30 days of reviews and interviews. This is a sources sought RFI, not a solicitation, and responses are due by email to Lisa Winkler at lisa.winkler@va.gov no later than Monday, June 1, 2026, at 12:00 p.m. ET, with a five-page maximum and the required subject line.
