Yellow Ribbon Reintegration Program (YRRP) Event Planning Services (EPS)

This draft Performance Work Statement (PWS) outlines the requirements for Event Planning Services (EPS) to support the Headquarters Air Force Reserve Command (HQ AFRC) Yellow Ribbon Reintegration Program (YRRP). The contractor will plan and facilitate up to 12 three-day events annually across the contiguous United States and U.S. overseas locations. Key responsibilities include venue sourcing and management, lodging coordination, audio/visual support, and administrative services. The contractor must recommend and secure venue locations (minimum three-diamond AAA rating) within 60 miles of a Class I airport and manage dedicated room setups for general sessions, breakout meetings, information fairs, counseling, and staff command posts. Additionally, the contractor is responsible for providing comprehensive food and beverage services (buffet-style meals and refreshments free of nuts and poppy seeds) and credentialed on-site childcare services for children up to 17 years old in compliance with Department of the Air Force Instructions. The contractor must supply on-site personnel—including a Certified Meeting Professional (CMP) or Certified Government Meeting Professional (CGMP)—to oversee logistics and coordinate directly with the Government. Performance will be monitored through a specified Services Summary containing strict timelines for venue contracting, lodging reports, and deliverable submissions. This is a non-personal services contract, and no Government Furnished Property or access to government IT systems will be provided.
