Contract Opportunity Analysis

The Department of the Army, through Army Contracting Command–Detroit Arsenal, is seeking bids for a total small business set-aside procurement of the Small Arms Tool Kit (SARTK), NSN 5180-01-670-9469. The award is for a single five-year IDIQ contract covering the toolkit and its associated components, with the technical drawings defining the kit, chest, foam liner, markings, padlock, tote bag, rails, sockets, screwdrivers, bits, and related tool set assemblies. The specification package requires matched sets from the same manufacturer and includes detailed quality and performance controls, including public-release technical data access, quality assurance provisions, and durability testing for the chest and rails such as drop, impact, temperature, and environmental resistance. Bids are to be submitted under the IFB without discussions, with all required fill-ins, representations, amendment acknowledgments, and a signed TDPL cover sheet included or the bid may be rejected. Questions are due by Wednesday, 3-Jun-2026 at 1:00 p.m. local time in Warren, Michigan, to Lyndsey Pena and Nikhil Patel by email.

AI Summary
This document outlines the design and requirements for the Small Arms Repairman Tool Kit (SARTK), designated 0631A0000, for the US Army. It details the components, including an identification plate, warning markings, inventory and warranty markings, drawer labels, a padlock, a tool chest, a foam organizing liner, and a components list. Key requirements include specific packing instructions for tools within the chest, with most requiring contoured cutouts in the foam liner, and provisions for safety glasses and a tote bag. The document also specifies the placement of data plates and drawer labels, and rigorous testing standards for the tool chest's durability, including resistance to side slopes, impact, ambient temperature rough handling, drop tests, and roll tests. The foam organizing liner must securely retain tools while allowing easy access, expose a contrasting color when a tool is removed, and maintain tool height within a specified tolerance. Wrench storage has an exception allowing for non-foam organizing provisions. Revisions to the drawing are noted, with the latest update on 2024-12-17.

This document outlines the Quality Assurance Provisions (QAP) for Socket Set Assemblies, detailing inspection responsibilities and procedures. The Combat Capabilities Development Command Armaments Center is the command agency. The QAPs form part of the contract's drawing/specification, with inspections conducted according to referenced documents and the QAP. The supplier is responsible for all inspection requirements unless otherwise specified, and the government reserves the right to perform necessary inspections. A first article sample, consisting of one of each QAP item, must be submitted for inspection, manufactured using the same vendors, methods, materials, equipment, processes, and facilities as regular production. Changes in these factors or a six-month production break may require a new first article inspection. Quality conformance inspection covers characteristics in PART III (Inspection Requirements) and PART IV (Certification Requirements), with other characteristics subject to the contractor's quality system. The primary inspection characteristic is the Socket Rail Drop, performed via Special Test Method 1 (STM-1), which involves visual examination of socket storage, physical removal and replacement of sockets, and a drop test from 30 inches onto concrete. Failure at any stage constitutes rejection. No certification requirements are specified.
