The Department of Transportation Volpe National Transportation Systems Center is seeking proposals for the Rail Maintenance and Sustainment Multiple-Award IDIQ contract. Awardees will provide commercial rail products and services, including the manufacture and refurbishment of locomotives, freight cars, and railcar movers, alongside field-based safety inspections, preventive maintenance, and engineering diagnostics. All safety inspections, maintenance, and repairs must be performed in the field on-site using contractor-provided tools, and work must comply with Association of American Railroads and Federal Railroad Administration standards. The five-year IDIQ contract has an anticipated period of performance from September 30, 2026, to September 30, 2031, and features a total aggregate ceiling of $268,000,000. Phase II proposals, which incorporate a funded Initial Task Order evaluation and exclude mock task orders, are due by July 31, 2026, at 5:00 PM ET.
