SC Fire System Upgrade

The Architect of the Capitol (AOC) has issued a Request for Information (RFI #07022026-001) for market research to identify qualified contractors for a fire alarm system upgrade at the Supreme Court of the United States. The project involves upgrading the building's legacy, end-of-life Edwards EST-3 fire alarm system to a modern, fully supported Edwards EST-4 platform. The selected contractor will provide all labor, materials, equipment, and services to procure, install, program, and test the new EST-4 system. The scope of work includes replacing control panels, power supplies, network components, and annunciator panels, as well as integrating and updating the FireWorks graphical monitoring system. To minimize disruption, installation must occur during off-hours (nights and weekends) and be closely coordinated with the AOC and the Supreme Court Marshal's Office. Key personnel must include a Program Manager and an installation team holding at least NICET Level II certifications, with specific manufacturer training on the Edwards EST-4 platform. The contract is planned as a single-award, firm-fixed-price contract with a 360-day period of performance and an optional six-month extension. All contractor personnel must pass background checks and obtain security clearances through the Supreme Court Police Department. Interested vendors must submit their responses, addressing capability, GSA schedule availability, NAICS codes, and past performance, to Contracting Officer Donald Fuqua via email by noon on April 24, 2023.
