The VA North Texas Health Care System (VANTHCS) requires a contractor to revise and update Spill Prevention Control and Countermeasure (SPCC) Plans, Integrated Contingency Plans (ICPs), and Pollution Prevention (P2) Plans for its Dallas, Garland, and Sam Rayburn medical centers. These updates are mandated by the Clean Water Act, 40 CFR 112, and state regulations, particularly for facilities with significant oil storage capacity. The contractor will integrate SPCC and P2 requirements, create user-friendly inspection checklists, and ensure compliance with federal, state, and local regulations. The revised plans must detail spill response procedures, emergency contacts, equipment, facility layouts, and discharge prevention measures. The contractor will also provide initial training for VANTHCS personnel on the updated plans and ensure all plans are stamped and certified by a licensed Professional Engineer. The project includes site visits, AutoCAD drawings, and photographic documentation, with specific timelines for draft submission, review, and finalization for each facility.

The Department of Veterans Affairs (VA) is conducting market research through a Sources Sought Notice (Solicitation Number: 36C25726Q0098) for a GEMS Program. The purpose is to identify potential sources, particularly small businesses, and define the procurement strategy (e.g., set-aside, sole source, unrestricted) for an upcoming solicitation. The VA is seeking responses from businesses capable of providing the GEMS Program services, requesting details such as business name, address, point of contact, SAM UID, NAICS code, business size (small or large), business type (SDVOSB, VOSB, 8A, HUBZone, WOSB, etc.), OEM authorization if applicable, and GSA/FSS contract numbers.
