The Department of Defense, through the Defense Logistics Agency Aviation at Philadelphia, is seeking to procure aircraft prime moving gas turbine and jet engine blades. The scope of work requires the delivery of 659 blades under National Stock Number 0R-2840-017091528-B8 and Reference Number 5145T39P03, with delivery terms designated as FOB Origin. Because this item is flight-critical and the government lacks the technical data to support full and open competition, the procurement requires Government source approval prior to contract award. Unapproved sources must submit a comprehensive source approval request alongside their proposal to be considered for this acquisition, which is currently planned as a sole-source negotiation under FAR 6.302-1.
