Vertical Tank Storage Removal (Sources Sought)

This Performance Work Statement (PWS) outlines the requirements for a non-personnel services contract to disassemble, remove, and dispose of the External Aircraft Fuel Tank Storage System (EAFTSS) at Joint Base Elmendorf-Richardson (JBER) in Alaska. Specifically, the contractor must remove one 100-position International Automated Systems (IAS) Model V-100-2 carousel system located within buildings 10555 and 10565 of the 525th Aircraft Maintenance Unit (AMU). The scope of work is a one-time service requiring the contractor to disassemble and extract all system parts without modifying the existing structures. The contractor is responsible for all associated removal costs, repairing any facility damage incurred during execution, and coordinating with Defense Logistics Agency (DLA) Disposition Services for final equipment disposal. To execute the project, the contractor must provide fully trained, certified, and English-speaking technicians capable of handling the mechanical and electrical tasks. Additionally, the contractor must submit a Quality Control Plan within 30 days of award, maintain strict physical security and key control, comply with environmental and hazardous material (HAZMAT) guidelines, and report all labor hours. The government will provide emergency medical services, security, and fire protection, and will conduct random inspections to verify that the facility is completely cleared of all EAFTSS components.
