Mobile Launch Vehicle (MLV) Fabrication

NASA’s Goddard Space Flight Center, through the Wallops Flight Facility Balloon Program Office, is seeking industry information for the fabrication of a Mobile Launch Vehicle to support scientific balloon payload launches. The work centers on producing an MLV chassis, with supporting vendor verification, design document exchange and planning, fabrication management, and inspection and testing activities. The chassis must integrate with a Caterpillar 966M Wheel Loader and meet NASA and OSHA standards, with the design requirements calling for structural, safety, environmental, and lifecycle performance criteria. The effort is planned for Wallops Island, Virginia, and the first vehicle is expected within 18 months after award, with responses limited to five pages and due by email no later than 5:00 p.m. Eastern Time on April 17, 2026.
