The Bureau of Engraving & Printing (BEP) seeks contractor services for 24/7 operation and maintenance of its District Currency Facility's Industrial Wastewater Pretreatment Plant (WWPP) in Washington, DC. This includes managing four existing systems (Wiping Solution, Plating, Grease Trap Wastewater Pretreatment Plants, and Wiping Solution Recycling Plant) and potential future systems. The contractor is responsible for all labor, supplies, equipment, and technical support, ensuring compliance with federal, state, local, and BEP environmental regulations. The pH is adjusted in T-2 with sodium hydroxide, followed by gravity separation in a mellifier with polymer assistance. The water is then filtered, with backwash water recycled to T-4. Sludge from the mellifier is dewatered in T-10 and a filter press, producing sludge cakes for EPA-compliant disposal and returning press water to T-2 for reprocessing. The contractor's responsibilities include bi-hourly monitoring of plant conditions, regular inspections, jar tests for settling, checking the mellifier, operating and packaging sludge from the filter press, obtaining COR approval for hazardous waste disposal, mixing treatment chemicals, weekly pH/ORP meter calibration, alarm response, bi-annual tank cleaning, and ordering necessary supplies to ensure continuous PWPP operation.
