Repair of HC-144 Composite Panels

The U.S. Coast Guard Aviation Logistics Center is seeking a contractor to repair HC-144 composite panels under a total small business set-aside, using a combined synopsis/solicitation for a firm-fixed-price requirements contract. The work covers inspection, evaluation, repair, and modification of HC-144 composite components, including panels, doors, covers, fairings, wing tips, and floor panels, to return them to an airworthy condition. Contractors must be FAA Part 145 authorized repair centers with composite repair experience and access to FAA Designated Engineering Representatives, and proposals will be evaluated as lowest priced technically acceptable. The government states that technical data, drawings, and CMMs are not available beyond SOW-cited publications, that the largest part dimensions are 132 by 48 for tooling and handling assessment, and that historical repair data shows 90% of repairs are Level 1.
