PipeFlo Software License and Support Renewal

This federal solicitation (HC102826R0051), issued by the Defense Information Systems Agency (DISA/DITCO), is a sole source Request for Proposals (RFP) for a PIPE-FLO Professional Software Renewal. The procurement is set aside for small businesses under NAICS code 513210 (Software Publishers), which has a $47 million size standard. The requirement is for one unit of PIPE-FLO Professional Stand Alone Isolated (Single Install) maintenance support agreement (MSA). The software renewal is to be delivered to the Portsmouth Naval Shipyard in Virginia, with a scheduled delivery date of September 18, 2026. Proposals are due by 11:00 AM on July 28, 2026, and must be submitted electronically to the Contract Specialist, Alexis N. Corley. Spanning a five-year period from January 1, 2026, through December 31, 2030, this J&A is restricted to software support, including renewals, upgrades, patches, and product fixes. It does not cover new software licenses or subscriptions. Because the existing software products are proprietary, only the original equipment manufacturers (OEMs) or their authorized resellers can legally provide the necessary support. Introducing alternative products is not feasible as it would require rewriting application source code, disrupting interoperability, and compromising continuity of operations. Individual acquisitions under this class J&A will be awarded as firm-fixed-price contracts or delivery orders. Procurements will utilize competitive contract vehicles to the maximum extent possible, including NASA SEWP, Army CHESS, GSA Federal Supply Schedules, or the open market. While the contracting office will seek additional discounts, price reasonableness will be determined at the individual order level. DISA will continue to monitor the market for open-source or alternative solutions should the proprietary software no longer meet government needs.
