Contract Opportunity Analysis
The Department of Commerce National Oceanic and Atmospheric Administration is seeking a small business contractor to gather essential life history data from commercially important reef fishes in Puerto Rico. The contractor must secure three to six commercial fishing vessels, captains, and trained observers to conduct up to 20 days of biological sampling and fieldwork annually across the northern, western, and southern waters of Puerto Rico. Fieldwork and laboratory testing must be completed within 12 months of the contract award, with an additional 90 days allotted for final report writing, and the contract features a base period through August 31, 2027, plus two consecutive one-year options. Offers will be evaluated based on technical capability, past experience, and price.
