Summary

Sources Sought DEPT OF DEFENSE DEPT OF THE ARMY is conducting market research to identify potential sources capable of manufacturing and delivering 120mm Mortar Shell Bodies. The purpose of this market survey is to obtain potential sources in addition to current producers to deliver 120mm Mortar Shell Bodies at a rate of no less than 15,000 per month by December 2024. The 120mm Mortar Shell Bodies are used for various purposes including high explosive, practice, smoke, illuminating, and infrared cartridges. Interested sources must be registered in the System for Award Management (SAM) to provide a response. The response should include company's contact information, capabilities, past manufacturing experience, projected monthly delivery capability, facilities and equipment description, quality assurance evidence, and technical data request documents. The Technical Data Packages (TDPs) for the 120mm Shell Bodies are available upon request and receipt of all required documents.

IMPORTANT INFORMATION: This market survey is for informational and planning purposes only and shall NOT be construed as a Request for Proposal; therefore, no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice is not to be construed as a commitment by the Government for any purpose other than market research.  REQUIREMENT: The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS) both located at Picatinny Arsenal, New Jersey is conducting market research to identify potential sources within the National Technology Industrial Base, capable of manufacturing and delivering the 120mm Mortar Shell Bodies. The purpose of this market survey is to obtain potential sources in addition to current producers to deliver 120mm Mortar Shell Bodies at a rate of no less than 15,000 per month by December 2024. Item descriptions of each 120mm Shell Body are listed below:  The M933A1/M934A1 High Explosive (HE) Cartridge's hot forged steel shell body is 120mm in diameter, approximately 16 inches long with a weight of approximately 20 lbs. The M931 Full Range Practice Cartridge (FRPC) shell body matches the M934A1 in size, shape and weight. The M929 White Phosphorous (WP) Smoke Cartridge's hot forged shell body is 120mm in diameter, approximately 16 inches long with a weight of approximately 20 lbs. The M930 Visible Light (VL) Illuminating and M983 Infrared (IR) Cartridge utilize a 2-piece steel shell body. The front shell body is approximately 10 inches long and 20 lbs while the rear shell body is approximately 8 inches long and weighs approximately 5 lbs; both halves are 120mm in diameter. All interested sources must be registered in the System for Award Management (SAM) in order to provide a response.  Responses shall include the following information for the Government’s review and assessment: a. Company's contact information including organization’s name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, Unique Entity ID and CAGE Code (as applicable); A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, capabilities; Past manufacturing experience with 120mm mortar shell bodies within the last 10 years; Identify projected monthly delivery capability and lead time for delivery of 120mm Shell Bodies. Responses should address capability to consistently meet the Government's required monthly production of no less than 15,000 120mm Shell Bodies per month, as well as minimum sustaining and maximum capacity rates. Delivery for the 120mm Shell Bodies will be needed by December 2024 at a rate no less than 15,000 120mm Shell Bodies per month; A description of facilities, equipment including key specifications or capabilities, manufacturing process, inspection (destructive and non-destructive) capabilities, personnel, past experience as a mortar shell bodies producer or a systems contractor, proven monthly production capacity and/or potential capability, and possible partnering/teaming arrangements. Responses should include how the aforementioned factors relate to the specific technical requirements of 120mm Shell Bodies; Evidence of Quality Assurance in order to support 120mm Shell Bodies production. Responses shall not exceed 15 pages in length and should provide sufficient detail for the U.S. Government to make a reasonable assessment regarding your company’s capability to produce this item at the required rate. NO CLASSIFIED information shall be submitted. Please identify any proprietary information submitted.  All information provided will not be returned and will be held in confidential status. The Technical Data Packages (TDPs) for the 120mm Shell Bodies are available for informational purposes upon request and receipt of all required documents. Technical data is marked Distribution D, therefore data distribution is only authorized to the Department of Defense (DoD) and U.S. DoD contractors. PM CAS reserves the right to deny the release of technical data to any source at its discretion. DoD and U.S. DoD contractors interested in receiving a copy of the TDP are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for the Government's consideration.

Sources Sought DEPT OF DEFENSE DEPT OF THE ARMY is conducting market research to identify potential qualified sources capable of producing PA154, PA157, and PA191 Metal Containers. These gasket sealed rectangular metal containers serve as the outer pack for 60mm/81mm/120mm Mortar Cartridges. The PA154 Metal Container supports the 120mm Smoke and Illum Mortar Cartridges M929/M930/M983. The PA157 Metal container supports the 81mm Smoke and Illumination Mortar Cartridges M819, M853A1, and M816. The PA191 Metal Container supports the 60mm Smoke and Illum Mortar Cartridges M722A1/M721/M767. The Metal Container manufacturing process involves stamping sheet steel, forming wire steel handles and latch link, seam welding the container body, spot or projection welding the hardware, and attaching the cover assembly. The containers are subjected to dimensional inspections, salt spray test, gasket compression test, leak test, and packaging for shipment. Interested parties must submit information on capabilities, manufacturing experience, facilities, personnel, quality assurance processes, and company details. Registration in System for Award Management (SAM) is required. The Technical Data Package (TDP) will be provided upon request. 120mm Advanced Multi-Purpose (AMP) M1147, High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridges

Presolicitation DEPT OF DEFENSE DEPT OF THE ARMY is planning to issue a request for proposal (RFP) for the production of 120mm Advanced Multi-Purpose (AMP) M1147, High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridges. These cartridges are used as the next-generation tactical High Explosive (HE) cartridges fired from an M256 120mm Smooth Bore Cannon mounted on the Abrams Main Battle Tank. They provide the Warfighter with capabilities to defeat Anti Tank Guided Missile (ATGM) teams at extended range, dismounted massed infantry, bunkers, double reinforced concrete walls, tanks, light armor, and obstacles. The AMP M1147 Cartridge consolidates the capabilities of four existing 120mm munitions, resulting in a reduced logistical burden while also allowing the Warfighter to battlecarry a single munition for multiple engagement scenarios. The solicitation will be limited to sources within the U.S., its outlying areas or Canada. The contract will consist of five 12-month ordering periods for Fiscal Years (FYs) 25-30. Interested parties must be registered with the U.S./Canada Joint Certification Office to obtain advanced technical data.
The 81mm Infantry Battalion Mortar System (IBMS)

Sources Sought DEPT OF DEFENSE DEPT OF THE ARMY is conducting a market survey to identify capable sources for the Infantry Battalion Mortar System (IBMS). The IBMS is a System of Systems (SoS) approach proposed for an expeditionary Infantry Battalion Mortar that provides the Infantry units with equal to or greater range, lethality, and accuracy than the current 120mm BMS in a man portable package. The IBMS will also provide units with increased mobility and survivability compared to the 120mm BMS. The market survey aims to obtain current information on the capability of potential companies to develop and/or produce the IBMS/Enhanced 81mm (E81mm) system or any components thereof and/or the ability to integrate into a complete system. The desired performance characteristics for the IBMS and its subsystems are listed in an accompanying document. Contractors interested in participating must be registered in the System for Award Management (SAM) database.
