Case V7 Plus Treadmill - Sole Source

The Department of Veterans Affairs, specifically the VA Pittsburgh Healthcare System (VAPHS), is seeking to acquire two brand-name-only GE CASE V7 systems with treadmills. This acquisition is justified as a sole-source award to Trillamed, LLC, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), due to the urgent need to replace end-of-life equipment in the Cardiology Department for patient stress testing. The GE CASE V7 systems are uniquely compatible with existing GE instrumentation and software at VAPHS, ensuring seamless integration and synchronized diagnostic workflows without additional middleware. The systems also offer proprietary algorithms essential for complex cardiac cases, maintaining quality and safety of patient care. The justification for other than full and open competition is based on statutory authority 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 and VAAR 819.7008, allowing sole source awards to SDVOSBs up to $5,000,000.
