Warehousing/Material Management Services Sources Sought Notice

The Naval Surface Warfare Center Indian Head Division (NSWC IHD) has issued a sources sought notice to conduct market research for turnkey commercial warehouse management, logistics, and Property Accountability Support (PAS) services. The Government is seeking to identify qualified small and large businesses and solicit industry feedback on contract structuring, specifically evaluating the viability of a Firm-Fixed-Price (FFP) versus a hybrid contract model. The selected contractor must provide end-to-end operations within a contiguous facility of at least 50,000 square feet, located within 20 miles and a 40-minute drive of NSWC IHD to meet rapid-response recovery times. The facility must accommodate up to 30 Government personnel, feature advanced material handling equipment, and support high-speed IT connectivity for digital inventory tracking in Navy Enterprise Resource Planning (N-ERP). Interested parties must submit a capability statement addressing their geographic proximity, facility capacity, and corporate qualifications. Responses are due by September 28, 2026, at 15:00 EST, and must be submitted electronically to the designated Contracting Officer and Contract Specialist.
