NOI to Sole Source to Central Admixture Services, Inc.

This document is a justification for other than full and open competition for the purchase of compounded Total Parenteral Nutrition (TPN) and other sterile products for the NIH Clinical Center. The statutory authority cited is 41 U.S.C. 3304(a)(1) as set forth in FAR 6.302-1, citing “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The proposed contractor is Central Admixture Pharmacy Services, Inc. (CAPS), identified as the sole distributor for these compounded products. Market research was limited due to only two responses, but the CC Pharmacy Department stays informed through industry events. The agency will continue to monitor the market for new distribution channels and will post a Sources Sought Notice if they emerge to determine total market availability.
