The U.S. Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), has issued a Request for Information (RFI) / Sources Sought notice to conduct market research for industrial-grade liquid nitrogen supply and bulk storage tank rental at the San Juan Laboratory (SJNLMP) in Puerto Rico. This notice seeks to identify capable small business sources, under NAICS code 325120 (Industrial Gas Manufacturing), to support the continuous operation of the laboratory's mass spectrometers and FTIR instruments. The anticipated requirement involves a five-year contract (a one-year base period plus four one-year options) to supply approximately 540 gallons of high-purity liquid nitrogen monthly. Additionally, the vendor must provide, maintain, and inspect a rental bulk storage system with a minimum capacity of 1,500 gallons and vaporization capabilities. Interested parties, particularly small businesses with regional capability in Puerto Rico or the U.S. Caribbean, are requested to submit a capability statement of no more than 10 pages. Submissions must address company information, technical and bulk storage capabilities, quality control processes, past performance on similar contracts within the last five years, regulatory compliance, and typical delivery schedules. Optional rough order of magnitude (ROM) pricing may also be provided. Responses must be submitted electronically to Contract Specialist Nina Montgomery by July 27, 2026, at 10:00 AM Eastern Time.
