Joint Human Domain Integration Training Program

The US Army Special Operations Command (USASOC) has issued a Sources Sought/Request for Information (RFI) for its Joint Human Domain Integration Training Program (H92239-26-R-E010). This RFI is for market research to identify interested sources capable of providing on-site training at Fort Bragg, NC. Key requirements include instructors with extensive Special Operations Forces (SOF) backgrounds and verifiable experience with the Joint Human Domain Integration/JNAT program, a mature curriculum for tactical-level SOF integration, dynamic regional tailorability, immediate execution capability, and active Secret facility and personnel clearances. The government will provide the training facility. Currently, only one vendor, Obsidian Solutions Group, LLC, is identified as capable of fulfilling the requirement, and USASOC intends to negotiate on a sole-source basis if no other capable sources are identified. Interested vendors must submit documentation addressing all required elements, including company information, UEI, NAICS, business size, and a two-page capability statement by May 29, 2026, at 9:00 AM EDT. Registration in SAM.gov is required.

This contract establishes services for the 95th Civil Affairs Brigade (Special Operations) (Airborne) and other Special Operations Forces (SOF) units, focusing on Joint Human Domain Integration Training. The contractor will provide senior-level instruction and training in network analysis and targeting, mobile force protection, cultural and language support, tabletop exercises, and practical applications. Training will primarily occur at Fort Bragg, North Carolina, and will cover topics like Joint Network Analysis and Targeting (JNAT), Critical Infrastructure Analysis and Reporting, Joint Network Design, and Open-Source Research. The contract is a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period, and individual courses will be Firm-Fixed-Price Task Orders. Key personnel, including Program Managers and Instructors, must meet specific experience, education, and security clearance requirements, including a Secret clearance and eligibility for Top Secret access for some roles. The contractor must also maintain a Secret-level Facility Clearance and comply with NIST SP 800-171 and CMMC requirements for handling Controlled Unclassified Information (CUI). The government will provide training venues and laptops for participants, while the contractor is responsible for all other equipment and materials.
