Case Development Modernization (CDM) and Case Lifecycle Task Management & Document Repository

The Defense Security Assistance Management System (DSAMS), a monolithic client-server system, is plagued by an outdated data architecture, integration issues, performance deficiencies, and non-compliance with operational, compliance, and cybersecurity requirements. The Case Development Modernization (CDM) initiative aims to replace DSAMS with new, efficient systems adhering to modern software best practices. Key objectives include replacing legacy DSAMS and Case Tracking System capabilities, refactoring database code, achieving Zero Trust and Section 508 compliance, establishing a modernized data exchange layer, streamlining user interfaces, and consolidating Oracle databases into a single Postgres database hosted in AWS cloud. Additionally, CDM will automate and improve the tracking of Security Cooperation tasks related to Foreign Military Sales (FMS) documentation, which are currently decentralized and executed manually, providing greater workflow transparency, efficient management, and comprehensive document storage with version controls.

The Defense Security Cooperation Agency (DSCA) is hosting an Industry Day to discuss modernizing the Defense Security Assistance Management System (DSAMS) and improving Case Lifecycle Task Management and Document Repository. This event aims to foster open discussion with industry partners regarding core issues, challenges, and potential solutions. Key details include a vendor registration deadline of December 12, 2025, at 10 AM EST, and the Industry Day on December 19, 2025, at the DSCA HQ Office in Crystal City, VA. Attendance is limited to 30 companies, with the first 10 registrants attending in-person and the remaining 20 virtually. Companies interested in participating must submit a request packet by December 12, 2025, at 1 PM EST, including company and representative names, questions, a point of contact, and attendance preference.
