The National Highway Traffic Safety Administration is seeking contractors to conduct Crashworthiness Pedestrian Protection testing for the New Car Assessment Program. Awardees must provide the personnel, facilities, and equipment to perform specialized pedestrian safety evaluations, including headform, upper legform, and Flexible Pedestrian Legform Impactor tests on production motor vehicles. The scope also entails test-procedure evaluations, instrument calibrations traceable to National Institute of Standards and Technology standards, active hood sensing tests, 3D vehicle scanning, and detailed technical reporting. This procurement is a multiple-award, 60-month Indefinite Delivery, Indefinite Quantity contract with firm-fixed-price and cost-reimbursement task orders evaluated on a best-value tradeoff basis where technical factors are more important than price.
