Environmental Security Technology Certification Program (ESTCP) Environmental Technology Demonstrations

The Environmental Security Technology Certification Program (ESTCP) is seeking pre-proposals from private sector organizations for innovative technologies that enhance military readiness, improve installation resilience, and strengthen defense infrastructure. These technologies must be mature enough for demonstration and validation, having completed proof-of-concept work but not yet in broad commercial use. The program aims to deploy cost-effective, scalable solutions for energy security, infrastructure resilience, and sustainment challenges, with funding anticipated for Fiscal Year 2027. The multi-stage review process includes pre-proposal evaluation, full proposal submission, and oral presentations. Key evaluation factors are ESTCP Relevance, Technology Maturity (both pass/fail at pre-proposal), Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. This enterprise-wide solution, named the Corps of Engineers Automated Legal System (CEALS), will provide comprehensive tools for attorneys to organize, develop, and manage various cases, including federal court, contract dispute, administrative actions, and bid protests.
