NAVAIR Patuxent River, MD, intends to non-competitively negotiate with Boeing Digital Solutions, Inc. for annual navigation database software subscriptions for the P-8A Poseidon's Electronic Flight Bag (EFB) system. This includes various proprietary software subscriptions like ForeFlight Dispatch, FliteDeck Pro, and ARINC-424 Navigational database tools. The sole-source justification, under FAR 6.302-1, is due to Boeing's exclusive proprietary data rights and commercial licenses for the EFB system. Despite a Sources Sought Notice receiving three responses, none of the responders could fulfill the requirements as the necessary EFB licenses are proprietary to Boeing Digital Solutions, Inc.
